Job Description:
The Coordinated Assessment and Placement System (CAPS) is a federally required system for which the Human Resources Administration (HRA) is responsible for design, development, maintenance, and enhancement. CAPS serves as the primary tool for HRA’s Coordinated Entry unit, supporting day-to-day operations and facilitating housing opportunities for New York City’s most vulnerable populations experiencing homelessness. The system is essential for NYC’s homeless shelters, street outreach teams, supportive housing providers, and various external stakeholders in assessing clients for potential housing eligibility.
Responsibilities:
· Coordinate User Acceptance Testing (UAT) for the application.
· Develop Requirements Traceability Matrix, test plans, test cases, and acceptance criteria.
· Facilitate UAT coordination, including program signoff among UAT testers, developers, and stakeholders.
· Implement information technology quality assurance standards.
· Gather and develop business and technical requirements.
· Identify user stories and translate them into technical requirements.
· Develop user stories and break down requirements into deliverable functionalities.
· Review requirements with stakeholders for approval.
· Implement critical system enhancements and bug fixes to align with business needs.
· Analyze and document current systems and processes as presently implemented.
· Make recommendations for system/process improvements based on client feedback.
· Work directly with business stakeholders, clients, designers, developers, and engineers to ensure applications are built according to specifications and within the expected timeline.
Requirements:
· Experience in business analysis, requirements gathering, and documentation.
· Strong knowledge of User Acceptance Testing (UAT) methodologies.
· Ability to develop test plans, test cases, and traceability matrices.
· Experience with software development lifecycle (SDLC) methodologies.
· Ability to analyze and document current systems and processes.
· Strong communication and collaboration skills.
· Ability to work with cross-functional teams including stakeholders, designers, developers, and engineers.
· Experience with system enhancement implementation and bug fixes.
